Second Minor Irrigation(MI) Census (1993-94)

n order to build up a comprehensive and reliable database for the development of the Minor Irrigation Sector, it was decided to conduct Census of Minor Irrigation Projects (MIPs) on quinquennial (once in five years) basis. 

The Second Census of Minor irrigation schemes with reference year 1993-94 was conducted under the Central sponsored plan schemes- "Rationalisation of Minor Irrigation Statistics (RMIS)". Under the RMIS scheme, 100% central assistance is provided to all the States/UTs for the conduct of the Census of Minor Irrigation Schemes (MIS).

Some of the important features brought out as a result of the 2nd Census of MIS, in respect of all the States, including estimated figures for Gujarat, Maharashtra and Tamil Nadu and actual figures for Karnataka are as follows:

The total potential created through MIS has increased from 41.28 million hectares (mha) in 1986-87 to 57.78 mha in 1993-94, while the potential utilised through the MIS increased from 33.45 mha. in 1986-87 to 43.61 mha. in 1993-94.

During the same period the potential created through ground water schemes alone increased to 46.22 mha. From 32.50 mha., while the potential utilised through Ground Water schemes increased to 36.25 mha. from 26.78 mha. Similarly, the potential created through surface water minor irrigation schemes increased from 8.79 mha. to 11.56 mha., while the potential utilised increased from 6.66 mha. to 7.36 mha. The total number of MIS increased from 12.77 million in 1986-87 to 15.17 million in 1993-94. During the year 1993-94, there were 5.86 million electrical and 4.60 million diesel pumps being used for MIS.

As per the 2nd Census of MIPs, 8.84 million MIS were under utilised due to various reasons. Of this, the percentage of MIS under utilised due to inadequate power, mechanical break down, less water discharge and others is 18.20%, 4.36%, 23.87% and 53.57% respectively.

During the Census, it has been observed that out of 15.17 million MIS, about 1.32 million schemes were not in use. Further, of the total area irrigated through MIS, Kharif crop accounts for 39.04%, Rabi 51.21%, Perennial 6.25% and others 3.50%.

The share of crop-wise area irrigated through MIS as supplementary source of irrigation was 10.22%.
